Subject: Alleged deletion of two key provisions from an omnibus legislative bill concerning persons with disabilities, which will be subject to a second reading in the Parliament of the Republic of Moldova on 7 May 2015. According to the information received, the bill was originally introduced at the initiative of the Ministry of Labour, Social Protection and Family, with proposals for three amendments which would advance the Republic of Moldova’s implementation of the Convention on the Rights of Persons with Disabilities. Nevertheless, it appears that the proposals relating to establishing the right to vote for persons under guardianship, and recognizing the right of persons under guardianship to have legal standing to challenge in court decisions on their placement under guardianship, have been excluded by the Parliamentary Committee from the bill currently under consideration by Parliament.
